TOWN OF WILLINGTON
MINUTES
SPECIAL TOWN MEETING
June 23, 2015
The meeting was called to order at 7:00 p.m.
First Selectman, Christina Mailhos read the call of the meeting and asked for
nominations for a moderator. John Blessington made a motion to appoint
Christina Mailhos as moderator and was seconded by Kim Kowalyshyn.
Motion carried.
Item I
To see if the townspeople, based on the recommendation of the Board of Finance, will appropriate $10, 000 from the Capital Reserve Fund for the purpose of replacing two sections of the HMS library roof.
Moderator read Item I.
A motion was made by John Blessington and seconded by Kim Kowalyshyn to approve Item I.
No discussion followed. These budget items have been previously discussed at budget hearings, Board of Selectmen meetings and Board of Finance meetings.
Motion carried.
Item II
To see if the townspeople, based on the recommendation of the Board of
Finance, will appropriate $30,000 from the Capital Reserve Fund for the purpose of replacing the roof on the newer section of the Town Office Building and replacing the gutter system on the entire back of the building.
Moderator read Item II.
A motion was made by John Blessington and seconded by Kim Kowalyshyn to approve Item II.
No discussion
Motion carried.
Item III
To see if the townspeople, based on the recommendation of the Board of
Finance, will appropriate $15,000 from the Capital Reserve Fund for the
purpose of engineering work on Village Hill for drainage from north of Pinecrest Road to the Bridge.
A motion was made by John Blessington and seconded by Kim Kowalyshyn to approve Item III.
Discussion followed. A comment was made concerning the engineering he thought had been previously done when the bridge was done. The Public Works Supervisor said it needed to be tighted up.
Motion carried.
Item IV
To see if the townspeople, based on the recommendation of the Board of
Finance, will appropriate $20,000 from the Capital Projects Fund-LoCIP-PW Garage Improvements for the purpose of window and door replacement to be reimbursed by the State of Connecticut Local Capital Improvement Program.
A motion was made by John Blessington and seconded by Kim Kowalyshyn to approve Item IV.
No discussion.
Motion carried.
Item V
To see if the townspeople, based on the recommendation of the Board of
Finance, will appropriate $42,500 from the Capital Projects Fund-LoCIP- Old Town Hall Painting and Repairs for the purpose of exterior painting and exterior repairs to the Old Town Hall to be reimbursed by the State of Connecticut Local Capital Improvement Program.
A motion was made by John Blessington and seconded by Kim Kowalyshyn to approve Item V.
Discussion followed. Christina said there was a couple estimates and bids are going out. She thought the amount should cover the cost.
Motion carried.
Item VI
To see if the townspeople will adopt an Ordinance to exempt tax for personal property leased to the Town of Willington.
A motion was made by Kim Kowalyshyn and seconded by John Blessington to approve Item VI.
Discussion followed. Donna Latincsics explained the ordinance. It pertains to the copy machines that we leased. The purpose of this proposed ordinance is to exempt the Town from engaging in the yearly cycle of placing copy machines leased by the Town on the grand list, assessing and collecting taxes from the leasing company for the leased copy machines (which the leasing company then passes on to the Town), and ultimately reimbursing the leasing company for the assessed tax.~
Motion carried.
A motion was made by Kim Kowalyshyn and seconded by John Blessington to adjourn the meeting at 7:07 p.m.
